Here's what some of the phrases from the 23rd Psalm mean to me:

The Lord is my Shepherd:
  There is a higher power who loves us and wants what is best for us.  You can't "let go" and trust if you don't believe this!  When you truly surrender to this Higher Power, then you can relax, and relaxation is a key to manifesting.

I shall not want:  Be content with simple needs being taken care of.  Express gratitude for what you have already as a foundation.  Don't live life in a state of desperately wanting things.  Choose happiness right now!  When you do want something, give thanks for what you have, and express your want in a relaxed, welcoming manner.

He maketh me to lie down in green pastures:  He leadeth me beside the still waters.  God wants us to enjoy the "green pastures" of life in our own day.  He will "lead us" if we will follow into more peaceful perspectives and beliefs.  Again, this comes down to trust, and trusting is necessary for manifesting.

Yea, though I walk through the valley of the shadow of death,  I will fear no evil: For thou art with me;  Thy rod and thy staff, they comfort me.  Notice that it's the valley of the SHADOW of death, and we all know that shadows have no substance.  I know that death is not real, as we are eternal beings!

He is with us.  We are never left alone on our own.  We will be comforted in all trials if we look for truth and not appearances.  The 23rd Psalm tells me to "Fear no Evil".  Fear (along with anxiety and desperation) is not conducive to manifesting what you want in life.  Trust in the Psalm and release your fear.

Thou preparest a table before me in the presence of mine enemies;  Thou anointest my head with oil; My cup runneth over.  The Lord can provide for all our mortal needs even in the presence of what we perceive to be enemies and dangers.  Our cups can fill with plenty and run over when we trust.

Surely goodness and mercy shall follow me all the days of my life,
and I will dwell in the House of the Lord forever.
  If Solomon did write this proverb, then he was filled with hope and confidence.  My definition of hope is a full expectation of desirable things to come.  Manifesting your reality requires hope and confidence.  Expect good things, in this life and in the life to come!
